The Pittsburgh Water and Sewer Authority Advertisement Request for Proposals (RFP) 2024 Neighborhood Lead Service Line Replacement (LSLR) – Contract A Construction Management / Construction Inspection (CM/CI) Services PWSA PROJECT NO. 2024-200-105-0 Mandatory Pre-Proposal Meeting Date: February 15, 2024 at 9 AM via Microsoft Teams Questions Due Date: February 26, 2024 by 4:00 p.m. Proposal Due Date: March 4, 2024 at 4:00 p.m. PWSA is requesting Proposals for Construction Management and Construction Inspection (CM/CI) services for the 2024A Neighborhood LSLR Project which includes the verification of service line materials, replacement of lead service lines and restoration of disturbed areas. PENNVEST funding requirements will apply to the project. CM / CI services for this project will be for administration and construction oversight of three individual LSLR construction contracts that will occur concurrently. Work for each contract is expected to include 1,400 to 1,600 individual properties and will occur in 11 different neighborhoods. This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.
