INVITATION TO BID Notice is hereby given that sealed proposals will be received by POWER for: POWER House Roofing Renovations ALLEGHENY COUNTY DEPARTMENT OF ECONOMIC DEVELOPMENT CD# 39.6.2.3 Pennsylvania Organization for Women in Early Recovery (POWER) is advertising for a single Prime Contract to include 4,500sf of roofing removal and replacement (asphalt shingle and EPDM membrane roofing), access hatch installation, flashing repair or replacement, and intake/louver vents construction. Bidding Documents are available for pick-up at Modern Reprographics, 127 McKean St., Pittsburgh, PA 15219. Bidders are to pay Modern Reprographics directly for the cost of the documents. Bidder to receive full set of documents, partial sets of documents will not be available. The contractor shall bear all cost associated with the printing of documents. Payment for the documents is non-refundable. Bidder's shall contact Modern Reprographics (P: 412-488-7700) prior to picking up documents to coordinate number of sets required and pickup times. If documents are to be mailed, the contractor shall arrange for shipping of documents with Modern Reprographics. The contractor shall bear all cost associated with printing and shipping of documents. The Owner and Architect assume no responsibility for delays or losses as a result of mailing documents. A pre-bid conference will be held on July 18, 2014, 10.00am at the POWER House, 7445 Church St., Pittsburgh, PA 15218. The Bidder shall thoroughly examine and familiarize itself with the conditions, difficulties, and logistical restrictions involved to meet the requirements of this Project as described in the Bid Documents and this Invitation to Bid. Deficient understanding of the existing conditions will in no way relieve the Bidder from the contractual obligations of this Project. Any damage to existing assets as a result of the bidder's activities will be replaced at the sole expense of the bidder. Sealed bids will be received by POWER, 7501 Penn Ave, Pgh, PA 15208 until 1.00pm on July 31, 2014. Bids must be on the standard forms in the manner described and be enclosed in a sealed envelope, clearly marked: “POWER House Roofing Renovations”. Compliance is required with the Davis Bacon Act and other Federal Labor Standard Provisions' Title VI and other applicable provisions of the Civil Rights act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 – 1.4); Section 109 of the Housing and Community Development Act of 1974; Executive order 11625 (Utilization of minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of the rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990; and the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise. Further, notice is hereby given that this is a Section 3 project under the Housing and urban Development Act of 1968, (as amended) and must to the greatest extent feasible, utilize lower income residents for employment and training opportunities and Section 3 Business concerns and all contracts and subcontracts for this project shall contain the “Section 3 Clause” as set forth in 24 CFR, Part 135.38. Moreover, compliance is required by the prime contractor and all subcontractors with the document entitled Federal General Conditions that is included with the bid materials furnished, these Federal General Conditions to be incorporated by reference into all construction contracts between operating agency and contractor, contractor and subcontractor(s), and subcontractor(s) and lower tiered subcontractor(s). Bidders will be required to provide Bid Security in the form of a Bid Bond, or certified check made payable to POWER, of a sum no less than 5 percent (5%) of the Bid Price. The Owner reserves the right to accept or reject any or all offers. After acceptance by the Owner, the Owner will issue to the successful bidder a written notice to proceed. No bid or any part thereof shall be withdrawn by the Bidder for a period of ninety (90) days subsequent to the bid opening.
