ADVERTISEMENT Sealed proposals will be received by the Borough of Castle Shannon of Allegheny County, Pennsylvania at the Borough office located at 3310 McRoberts Road, Castle Shannon, Pennsylvania 15234-2711 until 12:00 PM prevailing time on July 10, 2014, for the following project: CONTRACT NO. 14-RF01 MUNICIPAL BUILDING ROOF REPLACEMENT The scope of work include complete removal of existing roof system, installation of insulation and EPDM membrane (fully adhered), flashing at all penetrations and pipes, provide 30 year manufacturer warranty, and conduit installation, asbestos abatement as required and all necessary appurtenances and restoration for said construction. All work shall be constructed according to drawings and specifications which are on file at the office of the Owner and Lennon, Smith, Souleret Engineering, Inc.; 846 Fourth Avenue; Coraopolis, Pennsylvania 15108-1522. Bids will be publicly opened and read aloud approximately at 12:00 PM on July 10, 2014, at the Borough office. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Borough of Castle Shannon to guarantee the bidder's entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances. The Borough reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania "Steel Products Procurement Act, Act No. 1978-3"; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply. The Borough shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Borough may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Borough has received all required approvals from other governmental agencies. The Proposals must be made to the Municipality of Mt. Lebanon and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee.
