Safety Inspection of Department of Conservation and Natural Resources Owned Bridges SAI Consulting Engineers, Inc. has been retained by the Pennsylvania Department of Transportation to perform routine safety inspections of nine (9) Pennsylvania Department of Conservation and Natural Resources Owned bridges in Bedford, Crawford, Forest, and Huntingdon Counties. The inspection is anticipated to begin May 12, 2014. The work will be performed during May and July 2014. SAI will require the services of a qualified Contractor to provide access equipment, safety equipment, and maintenance and protection of traffic (MPT). SAI will receive sealed Bids from qualified Contractors until 11:00 a.m. Prevailing Time on Monday, April 28, 2014, at 1350 Penn Avenue, Suite 300, Pittsburgh, PA 15222-4211. Bids will be opened on the due date at 11:00 a.m. Bids received after this time will not be accepted. Complete bid packages may be obtained from SAI at the same address on or after 12:00 p.m., Prevailing Time on April 14, 2014. Questions should be directed to Eric Liebmann, P.E., at 412.392.8750. Bid documents must be secured in person at the above address between 8:00 a.m. and 4:00 p.m. on weekdays. The Contractor must provide evidence of his qualifications by referencing five separate bridge inspection contracts where they provided similar access and MPT services within the last ten years. Personal references and contact information for the five previous contracts must be provided. The Contractor must be able to provide underbridge access equipment of various sizes, lift platforms, safety equipment, safety boat, and other equipment in good working order, along with properly trained and competent equipment operators. The contractor must provide MPT in strict accordance with PennDOT Publication 213 (03-14). Following approval by PennDOT and SAI, the contract will be awarded to the lowest qualified bidder. SAI Consulting Engineers, Inc. reserves the right to reject any or all bids not in conformance with the bid requirements.

PUBLIC NOTICE CLOSING OF LOW INCOME PUBLIC HOUSING WAITING LISTS Effective Wednesday, April 30, 2014, at 3:00 p.m., the Housing Authority of the City of Pittsburgh (HACP) will close all remaining waiting lists currently open for communities of the Low Income Public Housing Program. The HACP closed many Low Income Public Housing community waiting lists for certain size "standard" apartments on April 2, 2013; those waiting lists will remain closed. With the added closures effective April 30, 2014 at 3:00 p.m., please be advised that ALL community waiting lists for the HACP's Low Income Public Housing Program will be closed. No pre-applications will be accepted for ANY Low Income Public Housing community waiting list after the closing date and time. Public Notice will be provided when the HACP determines to re-open the waiting lists for specific sites. The HACP has determined that based on HUD regulation, a public hearing is not required when opening and closing the waiting list. The inspections are scheduled to be performed at various times from February 2014 to February 2019. The proposed Emsworth Back Channel Dam Hydroelectric Project would be located at RM 6.8 and consist of the following new facilities: (1) a 100-foot-long, 165-foot- wide intake channel containing a 32-foot-long, 63.5-f oot-high, 90-foot-wide intake structure with 5-inch bar spacing trashracks; (2) a 150-foot-long, 77-foot-high, 90-foot-wide reinforced concrete powerhouse on the north bank of the river; (3) two turbine-generator units with a combined capacity of 12.0 MW; (4) a 190-foot-long, 105-foot- wide tailrace; (5) a 50-foot-long by 60-foot-wide substation; (6) a 3,758-foot-long, 69-kV, overhead transmission line to connect the project substation to an existing substation; and (7) appurtenant facilities. The average annual generation would be 53,500 MWh. The proposed Montgomery Locks and Dam Hydroelectric Project would be located at RM 31.7 and consist of the following new facilities: (1) a 340-foot-long, 205-foot-wide intake channel containing a 150-foot-long, 90-foot-high, 205-foot-wide intake structure with 5-inch bar spacing trashracks; (2) a 315-foot-long, 105-foot-high, 205-foot-wide reinforced concrete powerhouse on the north bank of the river; (3) three turbine-generator units with a combined capacity of 42 MW; (4) a 280-foot-long, 210-foot- wide tailrace; (5) a 50-foot-long by 60-foot-wide substation; (6) a 392-foot-long, 69-kV, overhead transmission line to connect the project substation to an existing distribution line; and (7) appurtenant facilities. The average annual generation would be 194,370 MWh. Free Flow Power proposes to operate all three projects in a "run-of-river" mode using flows made available by the Corps. The proposed projects would not change existing flow releases or water surface elevations upstream or downstream of the proposed projects. o.
