NOTICE TO BIDDERS BOROUGH OF JEFFERSON HILLS ALLEGHENY COUNTY, PA 2014 ROAD IMPROVEMENT PROGRAM CONTRACT A The Borough of Jefferson Hills is accepting sealed bids for the repair, reconstruction, patching, milling and/or resurfacing -in any combination of various streets within the Borough. The project includes: *30,160 S.Y. of 3” Milling and Profiling *475 S.Y. of Base Repair *23080 L.F. of Bituminous Wedge Curb *3,045 Tons of 1 1/2" 19 mm Superpave Bituminous Binder Course 0 to 0.3 million Esal's *30,160 S.Y. of 1 1/2" 9.5 mm Fine Graded Superpave Bituminous Wearing Course 0 to 0.3 million Esal's *50 L.F. of Concrete Curb and Gutter Replacement *Traffic Control Bids will be accepted until 10:00 a.m., local time, on May 5, 2014. Bids will be publicly opened and read at 10:00 a.m., local time, the same day at the Borough Municipal Offices at 925 Old Clairton Road, Jefferson Hills, PA 15025. Allegheny County Council to hold a Public Hearing, pursuant to Article II.G. of the Rules of Allegheny County Council on April 15, 2014, beginning at 5:00 p.m. in the Allegheny County Courthouse Gold Room, located at 436 Grant Street in Pittsburgh, PA. Council Vice President Futules shall be the presiding officer for such public hearing. The primary purpose of this hearing is to allow the opportunity for public comment regarding Bill No. 8182-14, an ordinance authorizing the leasing of the County's interests in the oil, natural gas and other hydrocarbons from all formations deeper than the base of the Elk Formation underlying Deer Lakes Park on the condition that no drilling activity to extract oil, natural gas and other hydrocarbons shall be conducted anywhere on the surface of Deer Lakes Park. Testimony will be scheduled to begin at 5:00 p.m. Individuals wishing to speak must register in advance in accordance with the rules governing public comment at Council meetings. Written testimony will be accepted through 5:00 p.m. on April 18, 2014.

Notice of Special Industrial Areas Baseline Environmental Report (BER) SubmittalUnder the Pennsylvania Land Recycling and Environmental Remediation Standards Act Pursuant to the Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995, P.L. 4, No. 1995-2. ("Act 2"), notice is hereby given that Three Crossings, LP ("Remediator") has submitted to the Pennsylvania Department of Environmental Protection a Baseline Environmental Report(BER) for properties located near the intersection of 27th and Railraod Street, Pittsburgh, Pennsylvania. The subject properties are listed by parcel numbers: 25-J-81, 25-J-90, 25-J-98, 25-J-102, 25-J-129 and 25-K-4. The subject properties ("Site") are currently a mix of parking lots and commercial properties. Historically, the Site was used for a variety of industial activities, including steel foundry works, machining, shovel manufacturing, and metal fabrication. Environmental assessment activities were completed in 2012, 2013, and 2014to begin characterization ofthe Site conditions. The Remediator intends to pursue a release from liability under Act 2 using the Special Industrial Areas ("SIA") provision established under Section 305 of Act 2. A Special Industrial Areas Work Plan for Baseline Remedial Investigation was prepared to detail the remedial investigation and was approved by PADEP. The BERhas been submitted to the Pennsylvania Department of Environmental Protection to obtain a release of liability for soils and groundwater under Act 2.
