STAGE I SUBSTATION ROOF REPLACEMENTS CONTRACT NO. NOTICE OF INTENT TO REQUEST A RELEASE OF FUNDS September 17, 2014, City of Pittsburgh, 200 Ross Street, Pittsburgh, Pa. 15219, 412-255-2211 TO ALL INTERESTED AGENCIES, GROUPS, AND PERSONS On or about October 2, 2014 the City of Pittsburgh will request the U.S. Department of Housing and Urban Development (HUD) to release federal funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake projects known as: 2014 COMMUNITY DEVELOPMENT PROJECTS/ PROGRAMS Audible Traffic Signals, Ball Field Lighting, Bike Infrastructure, Bridge Repairs, Building Improvements, City Signal Upgrade, Disabled and Public Sidewalk Program, Flex Beam Guiderails, Neighborhood Street Improvements, Park Reconstruction Program, Play Area Improvements, Pool Rehabilitation, Slope Failure Remediation, Street Lighting, Street Resurfacing, Wall, Step and Fence Program, West Ohio Street Bridge, Demolition of Condemned Buildings, Firefighting Equipment, Cultural Heritage Plan, Personnel-City planning, Recreation & Senior Center Rehabilitation, Splash Zones, Refinish gymnasium floors, Senior Community Program, Swimming Pool Emergency Rehabilitation, Neighborhood Employment Program, Pittsburgh Partnership Employment, Summer Youth Employment Program Subject to the terms and conditions established in HUD's environmental review procedures regulations, 24 CFR Part 58, release of funds for supplemental HUD assistance from Programs covered by Part 58, as may be determined necessary to support the implementation of these projects in the future, is also herein being requested. The activities proposed under this Community Development Block Program are Categorically Excluded under HUD regulations at 24 CFR Part 58 from the National Environmental Policy Act requirements (NEPA) An Environmental Review Record (ERR) respecting the proposed projects has been made by the City of Pittsburgh. This Environmental Review Record (ERR) which documents the environmental determinations for these projects is on File at the address listed above and is available for public examination and copying, upon request, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday. Public Comments on Finding All interested agencies, groups, or persons disagreeing with this decision are invited to submit written comments on the (ERR) for consideration by the City of Pittsburgh at the above address. Such written comments should be received at the above address on or before October 2, 2014. All such comments so received will be considered and the City of Pittsburgh will not request the release of funds or take any administrative action on the proposed project prior to the date specified in the preceding sentence. Release of Funds The City of Pittsburgh will undertake the proposed activities with Community Development Block Grant Funds from HUD under Title 1 of the Community Development Act of 1974. The City of Pittsburgh is certifying to HUD that William Peduto, in his capacity as Mayor, consents to accept jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision making, and action: and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, the City of Pittsburgh may use the Block Grant Funds. Objections to HUD Release of Funds HUD will consider objections to its release of funds and the City of Pittsburgh's certification if received by October 2, 2014, or for a period of fifteen days following its actual receipt of the request only if it is on one of the following bases: (a) that the certification was not, in fact, executed by the chief executive officer or other officer of the applicant approved by HUD, of (b) that the applicants environmental review record for the projects indicates an omission of a required decision, finding, or step applicable to the projects in the environmental review process: or (c) the grant recipient has committed funds or incurred costs not authorized by 24CFR Part 58 before approval of a release of funds by HUD or (d) another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Notice of availability for Public Review And Comment and Public Hearing Housing Authority of the City of Pittsburgh 2015 Moving to Work Annual Plan The Housing Authority of the City of Pittsburgh (HACP) is a participant in the federal Moving to Work Demonstration Program (MTW). The 2015 MTW Annual Plan takes the place of the Capital Fund Annual Statement, Five Year Plan and the PHA Annual Plan normally required under the Quality Housing and Work Responsibility Act (QHWRA). The HACP's 2015 Moving To Work Annual Plan will be available for review from September 15, 2014 to October 21, 2014 at the HACP Executive Office, 200 Ross Street, 9th Floor, Pittsburgh, PA, 15219; the HACP Web Site www.hacp.org; and at HACP Management Offices. Copies of the draft annual plan may also be obtained by contacting the HACP Executive Office at 412-456-5012. Written comments on the Annual Plan must be addressed to MTW Annual Plan Comments at the address above and must be received by close of business (5:00 P.M.) on October 21, 2013. Public hearings to receive comments on the Plan will be held on Monday, October 6, 2014 at 12:00 P.M. and at 6:00 PM at 200 Ross St., 9th floor HACP Board Room.
