NOTICE TO BIDDERS SHALER TOWNHSIP ALLEGHENY COUNTY, PENNSYLVANIA Sealed Proposals will be received by Shaler Township at the Township Building, 300 Wetzel Road, Glenshaw, PA 15116 until 10:00 a.m. prevailing time on October 6, 2022, for the following project: 2022 Shaler Stormwater Management Pond Maintenance Base Bid This project involves storm- water pond maintenance at eight (8) locations within Shaler Township, including, but not limited to, site clearing; grubbing and moving un- classified bulk excavation; on-site placement of excavated material including sediment, installation, main- tenance, and removal of erosion and sediment control measures; site access development and removal; site protection; site restor- ation; landscaping; resident notifications and traffic control, complete in place. All Proposals must be in the hands of Mr. Tim Rogers, Township Manager, Shaler Township, 300 Wetzel Road Glenshaw PA 15116, on or before October 6, 2022 at 10:00 AM prevailing time and the same will be opened and read publicly immediately thereafter. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words “2022 SHALER STORMWATER MANAGEMENT POND MAINTENANCE”. Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the office of The Gateway Engineers, Inc., 100 McMorris Road, Pittsburgh, PA 15205 where sets of said documents may be obtained upon payment of fifty ($ 50.00) dollars per set. An additional charge of ten ($10.00) dollars will be required to mail Contract Documents to prospective bidders. No refund will be made for the return of any documents. Electronic copies of the Contract Documents will be made available to Bidders at no charge upon request. There will be a mandatoryPre-Bid meeting on Sept- ember 29, 2022, at 9:30 a.m. We will perform a site visit to each pond location, starting at 139 Richard Drive Glenshaw, PA 15116, Shaler Township. Contractors who intend to bid MUST attend for their Bid to be considered as responsive. Proposals must be submitted on the forms provided by Shaler Township. Proposals must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Shaler Township in an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract. The Proposals must be made to Shaler Township, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee. Bidders are advised that the Township will award the contract to the lowest qualified, responsible, and responsive Bidder based on the total Base Bid submitted. However, the Bidder is advised that the Township expressly reserves the right to reject all Bids, and specifically reserves the right to award to the lowest qualified, responsible and responsive Bidder for the type of work being considered a contract for all or any portions of the work listed in the Proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed. Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder.
