PUBLIC NOTICE OF REGULAR MEETING AND SUMMARY OF PROPOSED BOND ORDINANCE OF CITY OF MUNICIPALITY OF PENN HILLS, ALLEGHENY COUNTY, PENNSYLVANIA, PURSUANT TO LOCAL GOVERNMENT UNIT DEBT ACT Notice is hereby given that the Municipal Council of the Municipality of Penn Hills, Allegheny County, Pennsylvania (the "Municipality") will hold a regularly scheduled meeting for general purposes on September 21, 2020 at 7:00 PM, prevailing time. This meeting will be held virtually. Go to https://pennhills.org/ for more information and instructions on how to join the meeting, at which meeting, or at any other properly constituted meeting duly called and held on any date not less than three nor more than thirty days after the publication of this notice, the Municipality will consider, in addition to other general business, the enactment of an ordinance authorizing the incurrence of nonelectoral indebtedness of the Municipality, in an estimated aggregate principal amount of $5,500,000 evidenced by one or more series of the Municipality's General Obligation Bonds, Series of 2020 to pay the cost of refunding certain of the Municipality's outstanding debt, financing certain capital projects and providing further for: the filing of a Debt Statement, the form, date, denomination, term, interest rates and other characteristics of bonds to evidence said indebtedness, the execution of the bonds, the general obligation nature of the bonds, the covenant to appropriate funds for the payment of the bonds, the pledge of taxing power to secure the bonds, the establishment of a sinking fund, the sale of the bonds, the approval of an Official Statement, the application of the proceeds of the bonds, the non-arbitrage covenant, the provision of bond insurance, the execution of a continuing disclosure agreement and other proper matters. The Municipality may also act on such other matters as may properly be presented to the meeting.
