NOTICE OF APPROVAL OF NEW REGULATIONS Allegheny County Board of Health On July 16, 2020, Allegheny County Chief Executive Rich Fitzgerald approved Ordinance No. 18-20-OR. The ordinance was passed by Allegheny County Council on July 14, 2020. The ordinance ratified a regulation amended by the Allegheny County Board of Health under the authority of the Local Health Administration Law. The following is a summary of the regulation ratified by the ordinance: Article XXI (“Air Pollution Control”): This regulation has been amended to comply with changes to state regulations concerning the sulfur content of commercial fuel oil. The amendment revises Subsection §2104.10.a, “Commercial Fuel Oil,” and Subsection §2104.10.d, “Commercial Fuel Oil – Recordkeeping and Reporting,” by changing the allowable sulfur content of No. 2 and lighter oil from 550 ppm to 15 ppm and setting a compliance date of September 1, 2020. This complies with the requirement that the Health Department promulgate regulations to implement state rules and will allow the Health Department's Air Quality program to enforce the new state rule. . The newly approved regulation is available for inspection at the Allegheny County Health Department's administrative offices located at 542 Fourth Ave., Pittsburgh, PA 15219. A copy of the new regulation can also be found on the Allegheny County Health Department web site at www.achd.net or by calling 412-578-8320 to request a mailed printed copy. These regulations will take effect on July 26, 2020.
