NOTICE TO BIDDERS MUNICIPALITY OF PENN HILLS ALLEGHENY COUNTY, PENNSYLVANIA Sealed proposals will be received by the Municipality of Penn Hills, Allegheny County, PA until 10:30 a.m. on March 31st, 2020 to be publicly opened and read immediately thereafter for the following project: Lime Hollow Sanitary Sewer Upsizing Phase II Base Bid The project includes but is not limited to: upsizing of approximately 1,100 L.F. of existing sanitary sewers with 18" SDR-35 PVC sanitary sewer; installation of new 48” precast manholes; abandonment of the existing sewer; installation of stream crossings; roadway restoration; traffic control, and all site restoration required to complete the project in the Municipality of Penn Hills, complete in place. All Proposals for the Municipality of Penn Hills Lime Hollow Sanitary Sewer Upsizing Phase II must be in the hands of the Purchasing Department, Municipality of Penn Hills, 102 Duff Road, Pittsburgh, PA 15235, by 10:30 A.M. prevailing time, March 31st, 2020. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words "Municipality of Penn Hills Lime Hollow Sanitary Sewer Upsizing Phase II” Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the Penn Hills Purchasing Office, located at 102 Duff Road, Pittsburgh, PA 15235 where sets of said documents may be obtained upon payment of $100.00 per set. No refund will be made for the return of any documents. Pennsylvania Prevailing Wage rates are required to be paid on this Contract. There will be a mandatory pre-bid meeting on March 17th, 2020 at 10:00 A.M. at the Municipality of Penn Hills Council Chambers, 102 Duff Road, Pittsburgh, PA 15235. Contractors who intend to bid any of the individual Contracts MUST attend the respective pre-bid meeting to be eligible to bid the respective contract. Proposals must be submitted on the forms provided by the Municipality of Penn Hills. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Municipality of Penn Hills in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 30 days after Notice of the Award of the Contract. The Proposals must be made to the Municipality of Penn Hills, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee. Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder. TOWNSHIP OF COLLIER NOTICE The Board of Commissioners of the Township of Collier will hold a public meeting to consider adoption of an ordinance authorizing and directing the conveyance of the sanitary sewer system of the Collier Township Municipal Authority to Collier Township under certain terms and conditions, said meeting to be held on March 23, 2020 at 7:00 p.m. At the Collier Township Municipal Building, 2418 Hilltop Road, Presto, PA 15142. TITLE An Ordinance of the Township of Collier amending Chapter 18 of the Township Code of Ordinances to add a new Part 3, Conveyance of Sanitary Sewer System to Township, directing the Collier Township Municipal Authority, pursuant to the Municipality Authorities Act, 53 Pa. C.S.A. § 5622, to convey its entire sanitary sewer system collection project to the Township of Collier and to dissolve after doing so, and directing certain actions to be taken or not taken to assist in the implementation of such conveyance, and authorizing and directing the Township to accept the conveyance of the said sanitary sewer system project and the assumption of all obligations incurred by the Collier Township Municipal Authority with respect to said project. SUMMARY The proposed ordinance would authorize and direct the Collier Township Municipal Authority, in accordance with the Municipality Authorities Act, to convey its sanitary sewer system to Collier Township, subject to certain terms and conditions. A copy of the proposed Ordinance may be examined in the office of the Township Secretary, without charge, during normal business hours. WEST ALLEGHENY SCHOOL DISTRICT SUMMARY NOTICE UNDER LOCAL GOVERNMENT UNIT DEBT ACT Notice is hereby given that the Board of School Directors of the West Allegheny School District will consider, at a meeting to be held on Wednesday, March 18, 2020 at 7:00 P.M. in the Wilson Elementary School Board Room at 110 Bruno Lane, Imperial, PA 15126, along with such other general business matters as may come before the Board, the adoption of a resolution authorizing non-electoral debt: Article 1 defines certain terms, including the Bonds and the Project, which consists generally of (a) the current refunding all of the Local Government Unit's General Obligation Bonds, Series of 2014; (b) the current refunding a portion of the Local Government Unit's General Obligation Bonds, Series of 2012; (c) the current refunding of all of the Local Government Unit's General Obligation Bonds, Series A of 2014; (d) the current refunding of all of the Local Government Unit's General Obligation Bonds, Series of 2013; (e) the current refunding of all of the Local Government Unit's General Obligation Bonds, Series A of 2012; and (f) payment of the costs of issuance of the Bonds. Articles 2 and 3 authorize the incurrence of non-electoral debt by the issuance of General Obligation Bonds and establish a sinking fund. Article 4 provides the form, maturity, amounts, interest rates and the terms and provisions for the payment of the Bonds. Articles 5, 6, 7 and 8 address the Sinking Fund Depository, events of default, and amendment and discharge of the security documents. Article 9 contains federal income tax covenants relating to the tax-exempt bonds; Article 10, securities law covenants. Article 11 provides for the sale of the Bonds, establishes certain funds and sets forth certain directions for settlement, while Article 12 authorizes other related and necessary actions. The full text of the Resolution as proposed may be examined by any citizen Monday through Thursday between the hours of 9:00 AM to 4:00 PM at the office of the Secretary, West Allegheny School District, 110 Bruno Lane, Imperial, PA 15126.
