THE SCHOOL DISTRICT OF PITTSBURGH SUMMARY NOTICE UNDER LOCAL GOVERNMENT UNIT DEBT ACT Notice is hereby given that the Board of School Directors of The School District of Pittsburgh will consider, at a regular meeting to be held on Wednesday, February 27, 2019, at 7:30 p.m., in the Board Room, Second Floor, of the Administrative Offices, 341 South Bellefield Avenue, Pittsburgh, Pennsylvania, together with such other business as may come before the Board, the adoption of a resolution authorizing nonelectoral debt in the presently estimated amount not to exceed $45,000,000, and summarized as follows: Article 1 defines certain terms, including the Bonds and the Project, which consists generally of : (1) the current or advance refunding, as appropriate, in order to achieve debt service savings over the life of the series, of all of the outstanding School District General Obligation Bonds, Taxable Series B of 2009 (Build America Bonds – Direct Payment) which financed the architectural and engineering design and construction of capital projects and major maintenance of facilities throughout including the School District, (2) the funding of architectural and engineering design and construction of capital projects and major maintenance of facilities throughout the School District and (3) paying all costs and expenses incurred by the School District in connection with the issuance and sale of the Bonds. Articles 2 and 3 authorize the incurrence of nonelectoral debt by the issuance of General Obligation Bonds, and establish one or more sinking funds. Article 4 provides the form, maturity amounts, interest rates and the terms and provisions for the payment of the Bonds. Articles 5, 6, 7 and 8 address the Sinking Fund Depositary, events of default, and amendment and discharge of the security documents. Article 9 contains federal income tax covenants. Article 10 contains the securities law covenants. Article 11 provides for the sale of the Bonds, establishes certain funds and sets forth certain directions for Settlement, while Article 12 authorizes other related and necessary actions. Proposed Grant Application by the Pennsylvania Department of Education under Part B of the Individuals with Disabilities Education Act for FFY 2019 Public comment is invited regarding the Pennsylvania Department of Education's proposed grant application under Part B of the Individuals with Disabilities Education Act (IDEA-B). The annual grant application provides assurances that the state's policies and procedures in effect are consistent with the federal requirements to ensure that a free appropriate public education is made available to all children with a disability from ages 3 to 21, including children who have been suspended or expelled from school. The current IDEA-B policies and procedures are available for viewing at http://www.education.pa.gov (go to “Instruction,” go to “Special Education," go to "IDEA-B Policies and Procedures"). The General Administrative Regulations (EDGAR) 34 CFR §300.165 requires that the state provide notice and opportunity for public comment to ensure reasonable opportunities for participation by local agencies; representatives of the class of individuals affected by this program; and other interested institutions, organizations, and individuals in the planning for the provision of special education and related services. Each state must publish the proposed IDEA-B grant application. REQUEST FOR PROPOSALS ENTERPRISE RESOURCE PLANNING SOFTWARE SYSTEM RFP 1902ADP001 Notice is hereby given that the Area Transportation Authority of North Central Pennsylvania (ATA),as lead agency for a multi- transit agency consortium is requesting proposals for an Enterprise Resource Planning software system suitable for use in the public transit industry compatible with and able to fully integrate with existing transit operations software in use by consortium members. The proposed revisions will be available for review from February 1, 2019 to March 4, 2019, at the HACP Operations Department, 200 Ross St., 6th Floor, Pittsburgh, PA, 15219; the HACP website: www.hacp.org; and at HACP Management Offices. Written comments on the proposed revisions must be addressed to “Admissions and Continued Occupancy Policy” at the address above and must be received by close of business (5:00 p.m.) on March 4, 2019. A public hearing to receive comments on the plan will be held on Tuesday, February 19, 2019, at 10:00 a.m. and at 5:00 p.m. at 200 Ross St., 9th floor Board Room.
