INVITATION FOR BIDS PITTSBURGH PARKS CONSERVANCY PITTSBURGH, PENNSYLVANIA The PITTSBURGH PARKS CONSERVANCY will receive sealed bids for construction of improvements at Cliffside Park in the City of Pittsburgh's Hill District neighborhood. The scope of work generally includes demolition, earthwork, utilities, and site improvements for the construction of utility appurtenances, lighting, landscape, walkways, a rain garden, and the replacement of a basketball court. All Bids must be delivered to the Pittsburgh Parks Conservancy no later than 12:00 p.m. on September 23, 2013, at its office, 2000 Technology Drive, Suite 300, Pittsburgh, Pennsylvania 15219. All bids will be opened at 2:00 p.m. on September 24, 2013. Contract documents will be available for downloading after 12:00 p.m. on September 6, 2013, thru Accu-Copy Reprographics at their public planroom at planroom.accu-copy.com. Contract documents will not be mailed or available for pickup at the Pittsburgh Parks Conservancy. A pre-bid meeting will be held on Friday, September 13, 2013 at 9:00 a.m. Attendees will meet at the intersection of Cassatt Street and Cliff Street at the entrance to Cliffside Park to discuss the particulars for this project. Attendance by prospective bidders is strongly recommended but is not mandatory. Bids shall be delivered in a sealed envelope and clearly labeled on the outside with the words Cliffside Park - Park Improvement Construction Package. Bids must be accompanied by a certified check or bid bond payable to the order of the Pittsburgh Parks Conservancy, in the amount of 5% of the total bid for Cliffside Park Park Improvement Construction Package. The bid submittal must include the Bid, Non-collusion Affidavit of Prime Bidder, Bid Bond, Statement of Bidder's Qualifications, Certificate of Compliance Section 3, and the Certificate of Minority and Women's Participation. Pennsylvania Prevailing Wages are required to be paid on this project. Bidders will be required to submit the package of certifications included with the contract documents relating to the Equal Employment Opportunity and the participation of Minority and Women's Business Enterprises. The Pittsburgh Parks Conservancy requires that all bidders complete and submit an MBE/WBE Solicitation and Commitment Statement along with the Bid. The Pittsburgh Parks Conservancy reserves the right to reject any or all bids, or any part thereof, for any reason, and also reserves the right to waive any informality in the bidding. Bids may be held by the Pittsburgh Parks Conservancy for a period not to exceed ninety (90) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigation of Bidders prior to awarding the Contract.
