NOTICE Pursuant to the Pennsylvania Land Recycling and Environmental Remediation Standards Act Act 2"), 35 P.S. §§ 6026.101-6026.909, notice is hereby given that CSX Transportation, Inc. ("CSXT") has submitted to the Pennsylvania Department of Environmental Protection ("DEP") a Notice of Intent to Remediate ("NIR") in connection with a site located in the Borough of McKees Rocks and Stowe Township, Allegheny County. The site is situated near the border of the Borough of McKees Rocks and extends into Stowe Township along a rail corridor to the east of Island Avenue (Route 51). Much of the site historically comprised the northwestern portion of the rail yard used by the Pittsburgh and Lake Erie Railroad Company until the early 1990s. The site includes 23 separate tax parcels, all of which are located within the Ohio River Towns Enterprise Zone. The proposed future use of the site will be for an intermodal rail facility and access road that will facilitate the movement of freight using a combination of rail and truck transportation, and that will open up the Borough of McKees Rocks, Stowe Township and the greater Pittsburgh region to global markets. Strengthening the region's transportation infrastructure serving the region's economy will help create jobs, attract new businesses and stimulate long-term economic growth. Redevelopment of the site is part of a larger, comprehensive redevelopment strategy embraced by the Borough of McKees Rocks and Stowe Township to revitalize Brownfields areas in both municipalities. Because the site is located in the Ohio River Towns Enterprise Zone, CSXT expects to address environmental conditions at the site in accordance with the requirements applicable to Special Industrial Areas under Act 2. The NIR states that substances associated with historical operations have been found in soils and groundwater at the site, including metals and organic substances. The volatile organic compounds that have been in groundwater beneath the site appear to be related to an offsite source. Act 2 provides for a 30-day public comment period for sites that are designated as Special Industrial Areas. The 30-day comment period is initiated with the publication of this notice. Until July 23, 2014, the Borough of McKees Rocks and/or Stowe Township may submit a request to CSXT to be involved in the development of the remediation and reuse plans for the site. The Borough of McKees Rocks and/or Stowe Township may also submit a request to CSXT during the 30-day comment period to develop and implement a public involvement plan.
