NOTICE TO BIDDERS ROSS TOWNSHIP OF ALLEGHENY COUNTY, PENNSYLVANIA Sealed Proposals will be received by Ross Township at the Municipal Building, 1000 Ross Municipal Drive, Pittsburgh, Pennsylvania 15237 until 10:00 a.m. prevailing time on Wednesday, June 4, 2014 for: 2014 ROSS TOWSHIP ROAD PROGRAM Base Bid Pavement Maintenance on various roads throughout the Township including the following approximate quantities: 43,306 SY of Rotomilling, 5,875 TON of 19mm Superpave Binder, 43,306 SY of 1 1/2" 9.5 mm Fine Grade Superpave Wearing, 29,636 LF of Bituminous Wedge Curb, 100 SY of Base Repair, 10 EA of Manhole/Inlet Adjustments, 100 LF of Rain Conductor, Traffic Control, Resident Notification and Restoration. Add Alternate Bid No. 1 The Roadway Millings shall be kept by the Contractor. Add Alternate Bid No. 2 Includes the installation of approximately 128 TON of FB-2 material on various alley ways throughout the Township, Traffic Control, Resident Notification and Restoration. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words "2014 ROSS TOWNSHIP ROAD PROGRAM". All bidders shall be PennDOT pre-qualified and submit their PennDOT Pre-Qualification Certificates as well as the Anti-Collusion Affidavit with the Proposal in order for the Proposal to be considered responsive. Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the office of The Gateway Engineers, Inc., 400 Holiday Drive, Suite 300, Pittsburgh, PA 15220 where sets of said documents may be obtained upon payment of $50.00 per set. No refund will be made for the return of any documents. An additional $10.00 will be required for each set of plans if they are to be mailed. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement. Pennsylvania Prevailing Wages must be paid on this contract. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Ross Township in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. All proposals must be in the hands of Douglas Sample, Township Manager, Ross Township, 1000 Ross Municipal Drive, Pittsburgh, PA 15237 on or before June 4, 2014 at 10:00 a.m. prevailing time and the same will be opened and read publicly immediately thereafter. The Proposals must be made to Ross Township, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Proposal guarantee. The Owner reserves the right to reject any or all Bids, or any part thereof, for any reason, and also reserves the right to waive any informality therein. The Bidder is advised that the Township will award the contract to the lowest responsible pre-qualified bidder based on the total bid submitted for all streets listed. However, the bidder is advised that the Township expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible pre-qualified bidder a contract for all or any portions of the streets listed in the proposal, and in awarding a contract for less than the total streets listed, or less than all portions of the streets listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed.
