NOTICE TO BIDDERS BOROUGH OF DORMONT OF ALLEGHENY COUNTY, PENNSYLVANIA Sealed Proposals will be received by the BOROUGH OF DORMONT, Allegheny County, Pennsylvania for: 2014 ROAD RESURFACING PROJECT BASE BID PART 1 The reconstruction of Texas Avenue, from Hillsdale Avenue to Kelton Avenue, located in the Borough of Dormont. BASE BID PART 2 The resurfacing of the Dormont Pool Parking Lot off Dormont Avenue, located in the Borough of Dormont. ADD ALTERNATE BID #1 The restriping of the Dormont Pool Parking Lot off Dormont Avenue, located in the Borough of Dormont. ADD ALTERNATE BID #2 The resurfacing of selective alleys, including Eastern Alley, 16th Alley and the southern portion of 20th Way, located in the Borough of Dormont. ADD ALTERNATE BID #3 The resurfacing of selective alleys, including the northern portion of 20th Way, the southern portion of 19th Way, 15th Way and the southern portion of 17th Way, located in the Borough of Dormont. ADD ALTERNATE BID #4 The resurfacing of selective alleys, including the southern portion of Davis Way, the southern portion of Irwin Alley, the northern portion of Long Way, and the northern end of Madison Way, located in the Borough of Dormont. ADD ALTERNATE BID #5 The resurfacing of selective alleys, including Ranger Way and the southern portion of Madison Way, located in the Borough of Dormont. ADD ALTERNATE BID #6 The resurfacing of the alley as the extension of Delwood Avenue from Hillsdale Avenue to Mississippi Avenue, located in the Borough of Dormont. A mandatory pre-bid meeting will be held on Wednesday, March 19, 2014, at 10:00 am in the public meeting room of the Borough of Dormont municipal building located at 1444 Hillsdale Avenue, Dormont, PA 15216. No bid will be accepted from any contractor who does not attend the mandatory pre-bid meeting. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words "2014 ROAD RESURFACING PROJECT". All Proposals must be in the hands of Jeffrey Naftal, Borough Manager, Borough of Dormont, 1444 Hillsdale Avenue, Suite 10, Dormont, PA 15216, before 10:00 a.m. prevailing time on Wednesday, March 26, 2014, and the same will be publicly opened and read thereafter. The Proposals must be made to the Borough of Dormont, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Proposal guarantee. All bidders must be PennDOT pre-qualified in classifications C, E, F, F1, H, K and O and submit evidence of such pre-qualification in order for the bid to be considered responsive. The Contractor must submit a completed Non-collusion Affidavit with their bid or the bid will be considered non-responsive. Copies of Drawings, Specifications, Instruc- tions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the office of the Borough Engineer, Borough of Dormont, 1444 Hillsdale Avenue, Suite 10, Dormont, PA 15216, where sets of said documents may be obtained upon payment of $75.00 per set. No refund will be made for the return of any documents. An additional $10.00 will be required for each set of plans if they are to be mailed. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Comp- ensation must be filed with the executed Agreements. Pennsylvania Pre- vailing Wages must be paid on this contract. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Borough of Dormont in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. The Owner reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein.
