OFFICIAL ADVERTISEMENT BOROUGH OF WEST VIEW ALLEGHENY COUNTY, PENNSYLVANIA Sealed bids will be received by Borough of West View, Allegheny County, Pennsylvania for: ALTERATIONS TO WEST VIEW BOROUGH BUILDING 441 PERRY HIGHWAY, PITTSBURGH, PA 15229 Scope of Work: The Contract Includes alterations to the area of the existing building related to Borough Police Department. These alterations include demolition of existing walls and ceilings, construction of new partitions, doors/ frames, flooring, ceilings, drywall, painting, tile work, mechanical, electrical and some plumbing. The Contract also includes mechanical system replacement throughout the Borough Building Including the Borough Offices, Council Chambers and District Magistrate. Separate Bids shall be submitted for the following contracts: Prime Contract No. 1 - General Construction Prime Contract No. 2 - Mechanical Construction Prime Contract No. 3 - Electrical Construction All Bids are due and must be In the hands of Mr. Bruce Fromlak, Borough Manager, 441 Perry Highway, Pittsburgh, PA, 15229 no later than 4:00 PM, prevailing time Tuesday July 30, 2013. The bids will be publicly opened and read aloud at 4:30 PM in the Borough Council Room located on the Second Floor of the West View Borough Building. All Interested parties are invited to attend. Proposals must be submitted in a sealed envelope and clearly marked on the outside with the words, "Alterations to West View Borough Building" along with the Bidder's name, address, phone number, and contact person. Bidders may obtain one (1) complete set of Bid Documents, beginning Monday, July 15, 2013 after 10:00 AM, by telephoning and ordering a set from PrintScape, 700 Vista Park Drive, Bldg. #7, Pittsburgh, PA 15205, Phone 412.788. 0640. Orders can also be faxed to 412.788.0643. Documents must be picked up and signed for in person; they will not be mailed. A deposit of $100.00, in the form of a check, will be required. The check for Bidding Documents should be made payable to the "West View Borough." Cash will not be accepted for deposits. No partial sets or Individual sheets of the drawings or the project manual will be released. The deposit for Bidding Documents may be refunded to Bidders upon receipt of a bona fide Bid and return of the Bidding Documents unmarked and in good condition within ten (10) days of the Award of Contract to The Hayes Design Group - Architects office; otherwise, the deposit will be forfeited. The Bidding Documents will not be accepted for return at the Receipt of Bids. Failure to submit a bona fide Bid shall result in forfeiture of the deposit, with no exceptions. The Borough shall not be directly contacted during the bidding period, except with prior authorization by the Architect. The Bidding Documents may be reviewed by appointment and free of charge at the office of the Architect and at the Borough Administration Offices, at the above addresses, between the hours of 10:00 AM and 3:30 PM, Monday through Friday. A Pre·Bid Conference will be held on Thursday, July 18, 2013 at 3:00 PM, at the Project Site. The meeting will take place in the Borough Council Room on the Second Floor of the West View Borough Building located at 441 Perry Highway. Pittsburgh, PA 15229. Sub-contractors bidding to Prime Con- tractors are encouraged to attend. The Project Site will be made available after the Pre-Bid Conference. Bidders may access the Project Site by appointment only, by contacting Bruce Fromlak, Manager, at 412-931-2800 x116. Performance and Labor and Material Payment Bonds, Proof of Public Liability and Property Damage Insurance In the amounts specified in the Supplementary Conditions, Proof of Worker's Compensation Insurance, Non-Collusion Affidavit, and a Stipulation Against Waiver of Rights to File Mechanics Lien are to be filed with the executed Agreement. Prevailing Wage rates must be paid on all of the work of this Contract. The Borough reserves the right to hold any or all Bids for a period of Sixty (60) days after the date of the opening thereof. No bidder may withdraw his Bid during the Sixty (60) day period. Each Bid shall be accompanied by a Bid Security made payable to "West View Borough in the amount of ten percent (10%) of the Base Bid. The Bid Security shall be in the form of a certified check or a Bid Bond with a surety company satisfactory to the Borough. The Bid Security pledges that the Bidder will not withdraw his Bid for the period of time designated In the Bid Forms; and that If his Bid is accepted he will enter Into a Contract with the Borough on the terms stated in his Bid; and that he will furnish the required bonds and insurance coverages; and that should he fail to enter into such Contract or fail to furnish the required bonds and Insurance coverages within the period of time designated in the Bid Form, the Bid Security shall be forfeited to the Borough as liquidated damages, not as a penalty. West View Borough reserves the right to reject any or all Bids, or any part thereof, for any reason, and also reserves the right to waive any informality or irregularities therein.
